According to the State's Mineral Resources Law, Safety Production Law, Environmental Protection Law and other more than 10 laws and administrative regulations, as well as relevant regulations of the State Ministry, the Bill refers to Liaoning's relevant local regulations and experience of other provinces. Provisions for comprehensive management of mines in the “Minmetals Co-governance”of reduction, mining transformation, mining and enterprise safety, mine ecology, and mining area stability are required.

By the end of 2017, there were 3,219 non-coal mines in Liaoning Province. Small mines accounted for nearly 90% of the total number of mines in the province. In view of the status quo, the Bill has made specific provisions on the optimization of mining structure in light of the actual situation in Liaoning Province: Encourage the municipal and county governments to develop resource deep processing industries based on the advantages of mineral resources, and coordinate and develop synergistically with mining enterprises to promote the new national model of Liaoning.
