According to the State's Mineral Resources Law, Safety Production Law, Environmental Protection Law and other more than 10 laws and administrative regulations, as well as relevant regulations of the State Ministry, the Bill refers to Liaoning's relevant local regulations and experience of other provinces. Provisions for comprehensive management of mines in the “Minmetals Co-governance”of reduction, mining transformation, mining and enterprise safety, mine ecology, and mining area stability are required.
By the end of 2017, there were 3,219 non-coal mines in Liaoning Province. Small mines accounted for nearly 90% of the total number of mines in the province. The remaining products of mineral products coexist, the industrial chain is short, the level of industrial development is low, the level of technology, process and equipment transformation of mining enterprises is low, and the “three rates”of mineral resources (mining recovery rate, ore recovery rate, comprehensive utilization rate) are generally not high.
In view of the status quo, the Bill has made specific provisions on the optimization of mining structure in light of the actual situation in Liaoning Province: Encourage the municipal and county governments to develop resource deep processing industries based on the advantages of mineral resources, and coordinate and develop synergistically with mining enterprises to promote the new national model of Liaoning. Construction of raw material bases; Encourage enterprises with strong capital and advanced technology to integrate and reorganize resources for mines with backward equipment, low technological content, low comprehensive utilization level, potential safety hazards and emissions that are not up to standard; new, expanded and rebuilt mine projects should conform to the state Provisions related to ecological protection, mineral resources planning and industrial policies.
In recent years, some mining enterprises have failed to implement the main responsibility for safety production, safety production conditions are not up to standard, safety measures and safety investment guarantees are not in place, safety education and training are lacking, and the problem of “three violations”is more prominent, and production safety accidents are frequent and frequent. Produce safety and accident hazard investigation and control system, adopt technology and management measures, and timely discover and eliminate hidden dangers; emergency management, natural resources, development and reform, industry and information, and ecological environment shall formulate tailings in accordance with relevant national and provincial regulations.
